Long term planning misunderstood

In the last few days I have heard lots of references from seminar speakers, and on the radio, about the need for long term centralised planning for our resources and infrastructure. As a futurist I can only agree wholeheartedly- there are some things that the market in such a small country as NZ cannot send adequate price signals on. So why do we centrally plan for roads, airports and airways but not for electricity and gas supply ? What is the rational logic for this demarcation- are not all of them "public good" facilities ? So when will we have courageous future facing leadership that will determine that for the long term future of New Zealand we will have a defined level of infrastucture that is aligned to what New Zealanders of future generations will expect in order to maintain their quality of life ?
